Agenda Title: Approval of Contract to Air Specialists of Virginia for Vehicle Exhaust Removal System.
Recommendation: Approve the award of a contract to Air Specialists of Virginia in the amount of $631,750.00 for installation of a sliding balancer track vehicle exhaust removal system in all Fire and Rescue Stations.
Summary:

An Invitation for Bid (IFB) was issued by the Spotsylvania County Procurement Division on January 6, 2017 to solicit bids from qualified vendors for the purchase and installation of sliding balancer track vehicle exhaust removal systems for all  Fire and Rescue Stations.  The bids were opened on February 2, 2017.  Four (4) bids were received for this procurement as follows:

Ward Diesel Filter

$533,082.66

Two bids that were lower in cost failed to meet the requirements contained in the specifications.  The lowest at $533,082.66, from Ward Diesel Filters, was for a system that mounted to the vehicles to filter the exhaust, rather than evacuate the exhaust through a hose and ventilation system as indicated in the advertised specifications. 

 

The second lowest was from Joint Resources Solutions at $582,854, which bid a hose and ventilation system, but utilized a magnetic attachment to the vehicle exhaust, rather than the pneumatic connection that was indicated in the advertised specifications

Additional Background/Other Considerations: The contract has been reviewed and approved by the County Attorney’s Office.
Consequence of Denial/Inaction: Denial would result in the inability to install the diesel exhaust removal systems in all fire and rescue stations within the time requirements of the Assistance to Firefighters Grant that is providing a significant portion of the project.  Additionally, this would result in the continued exposure of firefighters and EMS personnel to the toxins present in diesel exhaust within the stations that they staff.
