Recommendation: Staff recommends denial of P17-0001 since the preliminary plat needs further amendments to meet the technical requirements of  Section 20-4.4.1 of the Spotsylvania County Subdivision Ordinance.
Summary:

A Preliminary Plat for Alexander's Crossing was submitted, which requires that the Planning Commission review and approve or disapprove the plat within sixty (60) days of it being deemed complete. The applicant is proposing to subdivide seven (7) existing Mixed Use (MU-5) zoned parcels, totaling 138.4 acres, into three hundred eighty (380) lots including 266 single-family residential lots and 114 townhouse lots. The lots will be served by public water and sewer will be accessed from Massaponax Church Road. The plat has been reviewed by the Technical Review Committee (TRC) in accordance with Section 20-4.1.4, Required Preliminary Plat Information, and the applicant was present at the TRC meeting on March 9, 2017, where comments were provided on items that need to be addressed for the plat to receive approval. The applicant has acknowledged the needed changes but has not been able to make the necessary revisions within the 60 day time period. Therefore, staff recommends that the Planning Commission deny of the preliminary plat as it is not in compliance with the requirements of Section 20-4.4.1 of the Subdivision Ordinance. A denial of the preliminary plat will require that the applicant address the comments of the TRC and resubmit the plat, resetting the 60 day clock. When the revised plat is submitted addressing the comments below, it will be reviewed and if it is in compliance with Section 20-4.4.1 it will be presented to the Planning Commission for approval. The following items need to be addressed for approval:

 

Chesapeake Bay:

1. Any potential SWM facility easements along with access need to be shown on this preliminary plan.

 

GIS:

1.  Alexander’s Crossing PKWY has been reserved for this development. NOTE** do not use punctuation in street names.

 

Traffic:

1. The ROW as shown on the Preliminary Plat is prescriptive. A ROW dedication of a minimum of 60' is required or 30' from the existing center line of the road per the County DSM.

 

Zoning:

1. There seems to be discrepancies between what is shown on the Proposed Lot Tabulations chart and what is shown on the parcels. Please verify the correct numbers for lot 50, 58, 102, 103, 117, 124, 126, 141, 158, 233, 234, 235, 236, 237, 293, 295, 348.

2. Detached houses have a lot width (min/max) of 30'/110'. Lots 18, 214, and 233 exceed the maximum permitted. Please correct.

3. Demonstrate that block standard for MU-3 have been met. Maximum perimeter is 4,400', maximum length is 1,500', and maximum block length for dead end street is 300'. May be shown in chart form.

4. Show a breakdown of program tabulations as shown on GDP. (Number of SFA Front Load, SFA Rear Load, SFD Front Load, and SFD Rear Load parcels.

5. Sheet 2 under General Notes need to show Airport Protection Overlay District for parcels 50-A-112 (portion), 113, 114, 126, 131A, and 36-A-51C.

 

Planning:

1.  Provide a narrative of development plan and include conceptual phasing.

2.  Add phase label to Sheet 11 block on page 10.

3.  Add table with breakdown of lot and housing types.

4.  Label contour lines.

5.  Show sidewalks along frontage of Massaponax Church Road

6.  Provide legend and label symbols on plat.

7.  Note Road K and J do not extend to the parcel boundary.

8.  Identify slopes exceeding 15 percent or greater.

9.  Provide soils data per checklist item xxxiii.

10. Confirm open space is not comprised of more than 50 percent steep slopes,        wetlands or environmentally sensitive areas.

11. Add the Dam Break inundation zones to plat.

 

Utilities:

1. In section one run a 12inch water line along Massaponax Church Road.

2. Sixteen inch line not needed for section one.
