Recommendation: Staff recommends the Board to approve the resolution.
Summary: Spotsylvania is one of 16 jurisdictions that formed the Bay Consortium Workforce Investment Area in 2000.  The Workforce Investment Act expired on June 30, 2015 and was replaced by the Workforce Innovation and Opportunity Act of 2014.  On July 1, 2015, the Governor granted an initial Workforce Area designation covering the original member localities.  This designation expires on June 30, 2017 and a permanent area designation must be in place by July 1, 2017.  For Spotsylvania County to continue to be part of the Bay Consortium Workforce Development Area, it must sign the Charter before July 1, 2017.

Additional Background/Other Considerations: The Bay Consortium Workforce Development Board administers the federally funded WIOA Program which serves adults and youth from low income family (economically disadvantaged) and other eligible workers who have lost their jobs. The Bay Consortium supports public/private partnerships involving local government, business and industry, labor, education and training institutions, employment services, and community support organizations.  The Bay Workforce Consortium was established by the Workforce Investment Act of 1998 to provide a variety of employment and training services to the Workforce Investment Area XIII.
Consequence of Denial/Inaction:

Spotsylvania residents would lose services of Bay Consortium Workforce Development.
