Summary:

A Request for Proposal (RFP) was issued on November 9, 2015 to solicit proposals from qualified contractors to provide protective gear for structural firefighting for FREM employees and volunteers.  A selection committee reviewed the six proposals and multiple contracts were awarded, including a contract with Interstate Rescue, LLC, which was approved by the Board of Supervisors on May 10, 2016 and included an option for four renewals.  This is the first renewal year of the four year renewable contract at the option of the County.

The renewal will also include allowable modifications that will add additional options for the turnout coat and pants.
Financial Impact:
Budgeted funds are within the FREM budget code 110-3210-422-8001 and through the volunteer fire agency budgets.
Staff Contacts:

Jay Cullinan, Chief, Fire Rescue and Emergency Management

Matthew Embrey, Division Chief, Emergency Management, Logistics

Brad Quann, Procurement Manager

Legal Counsel:
Jessica DesNoyer, Assistant County Attorney
Additional Background/Other Considerations:

This contract being renewed encompasses items needed to outfit FREM new and existing employees as well as volunteers.  This contract modification also includes additional options for the turnout coat and pants.

Consequence of Denial/Inaction:
Protective clothing would not be under a County contract for use by career and volunteer personnel.  This would delay delivery and would likely result in higher cost for the protective clothing that is essential for Spotsylvania County Fire, Rescue and Emergency Management personnel safety.
Talking Points:
Staff is requesting approval of contract modification #1 for modification and renewal to Interstate Rescue, LLC to provide protective ensemble for structural firefighting also referred to as turnout gear.
