Recommendation:
Approval of Purchase Order to Computer Aid, Inc for Staff Augmentation Services for the Information Services Department in the amount of $200,000.  The Purchase Order has been reviewed and approved as to form by the County Attorney’s Office.
Non-Staff Name and Title of Presenters:
Staff is requesting approval of the Purchase Order to Computer Aid, Inc. to provide staff augmentation services for the temporary labor services need by the Information Services Department.
Summary:
A Request for Proposals (RFP) was issued by the Virginia Information Technologies Agency (VITA) for technology staff augmentation services.  The contract awarded by VITA to Computer Aid, Inc included a cooperative clause which allows other localities to purchase from the contract.  The Information Services Department has needs for highly technical contracted labor services for legacy AS400 Support and related data conversion for the CIP Real Estate Project and OneSolution and Personal Property projects. In addition, it also gives Information Services the ability to contract-out for other highly technical disciplines as needed on a temporary basis.
Financial Impact:
Budgeted funds are within budget code 110-1251-405-3190.

Additional Background/Other Considerations:
AS400 is reaching end of its life, so the need for additional expertise is needed to help drive these important financial system projects to a successful implementation. Through the contract vehicle with Computer Aid we can also contract out for other technical disciplines as needed.
Consequence of Denial/Inaction:
Denial or inaction will delay the projects mentioned above from successfully being implemented and we would have a single point of failure with AS400 support on the staff with more than enough work for two people, these skill sets are hard to hire as the AS400 is reaching the end of its life in the industry.
