Recommendation:
Approve the award of a contract to VA Builders, Inc. in the amount of $593,456.00 to provide construction services for Marshall Park Convenience Site Improvements.  The contract has been reviewed and approved as to form by the County Attorney’s Office.

Summary:

An Invitation for Bid (IFB) was issued by the Spotsylvania County Procurement Division on March 9, 2017 to solicit bids from qualified contractors for construction services for Marshall Park Convenience Site Improvements. The bids were opened on April 18, 2017.  Five (5) bids were received for this procurement as follows:

Additional Background/Other Considerations:

The purpose of the improvements will be to convert Marshall Park Convenience Site from a green box site to a single below grade site, similar to the facilities at Chancellor Convenience Center. This will allow for a more efficient flow of traffic through the site. Installation of the solid waste compactors will result in a cost savings to the County by decreasing the number of trips made for pickup of waste as well as the operating cost of equipment.  This site has increased in volume by more than 1,600 more cars and 50 tons of recyclables to include household waste than in previous years and the volume continues to increase daily. 

Consequence of Denial/Inaction:

Consequences of not doing the improvements to install the solid waste compactors will result in additional cost to the County and potentially a reduced level of service.
