Recommendation:
Approve the award of a contract to Rising Sun, Inc. in the amount of $339,859.00 to provide construction services for the Holbert Building Sanitary Sewer and Waterline Extensions.  The contract has been reviewed and approved as to form by the County Attorney’s Office.

Summary:

An Invitation for Bid (IFB) was issued by the Spotsylvania County Procurement Division on February 7, 2017 to solicit bids from qualified contractors for the Holbert Building Sanitary Sewer and Waterline Extensions. The bids were opened on March 16, 2017.  Nine (9) bids were received for this procurement as follows:

Additional Background/Other Considerations:
This contract will provide construction services and materials for sanitary sewer and waterline extensions to the Holbert Building and the Courthouse Area. Rerouting the aging sanitary sewer infrastructure for the Holbert Building will extend the life expectancy to the sewer infrastructure.  The waterline extension will increase the fire protection to the Courthouse area.
Consequence of Denial/Inaction:
Health, Safety and Environmental issues occur without proper maintenance which can lead to sanitary sewer overflows and sewer backups creating potential liabilities against the County as well as violations of regulatory policy. Denial of the waterline extension will not allow for increase in fire protection to the Courthouse area.
