Recommendation: Approval of contract modification #3 for renewal with  Telephone Answering Service, Inc., doing business as Hilldrup Taxi and Virginia Cab, to provide transportation services for the Department of Social Services (DSS) clients participating in the Virginia Initiative for Employment not Welfare (VIEW) program.  The contract renewal has been reviewed and approved as to form by the County Attorney’s Office.
Summary: On November 8, 2013 a Request for Proposal (RFP) was issued to solicit proposals from qualified firms to provide transportation services for the Department of Social Services.  A selection committee reviewed one proposal and recommended an award of a contract to Telephone Answering Service, Inc., doing business as Hilldrup Taxi and Virginia Cab  and the contract was approved by the Board of Supervisors on August 12, 2014 with an initial term limit of one year and the option for four (4) additional (1) year terms.  This renewal represents the third of four renewal options available to the County.

Financial Impact: Budgeted funds are available in the Budget Code 110-5310-443-5710.  The funding split for VIEW – Transportation funding is 50% federal, 34.5% state, and 15.5% local.

Additional Background/Other Considerations: Transportation services are required to be provided for the DSS clients in the VIEW program.  Transportation services is an approved element of the VIEW program as lack of dependable and accessible transportation is one of the most common barriers to employment and self-sustainability.
Consequence of Denial/Inaction: Failure to approve this contract will result in the County not having a contract in place to provide for transportation services to VIEW clients.  Considerable monies have been saved by having these services on contract.  Not having a contract in place would not provide any cost or service quality controls.
