Recommendation: Approve the award of a contract to J. L. Kent & Sons, Inc. in the amount of $798,549.90 to provide construction services for the Massaponax Church Road 3R (Resurfacing, Restoration and Rehabilitation) Design Improvements.  The contract has been reviewed and approved as to form by the County Attorney’s Office.
Summary:

An Invitation for Bid (IFB) was issued by the Spotsylvania County Procurement Division on May 12, 2017 to solicit bids from qualified contractors for the Massaponax Church Road 3R Design Improvements. The bids were opened on June 1, 2017.  One (1) bid was received for this procurement as follows:

Additional Background/Other Considerations: This contract will provide construction services and materials for roadway improvements including re-alignment and construction of approximately 1100 linear feet of Massaponax Church Road with associated ditches, driveways and culverts.  The Massaponax Church Road 3R Design Improvements project is Phase II of the contract that was approved at the May 23, 2017 Board meeting for the Massaponax Church Road Waterline Relocation Project. 
Consequence of Denial/Inaction: The roadway improvements including line of sight, grade shoulder, culvert and ditchline improvements will not be completed.
