Recommendation:

The Planning Commission voted 5-2, with Mr. Thompson and Mr. Barnes voting no, to recommend approval of the request with the revised proffered conditions dated June 21, 2017 and requested a second opinion from VDOT regarding the need for a right turn lane into the site on Courthouse Road.

 

At the Planning Commission meeting, the applicant offered to install a 200' right turn taper on Courthouse Road into the site in response to safety concerns raised during the public hearing.  The applicant has revised the GDP and proffer statement to reflect the 200' right turn taper on Courthouse Road.

 

Staff recommends approval of RO16-0008 with the revised proffered conditions dated June 21, 2017.  Staff has confirmed with VDOT that while the installation of a right turn lane is not required with the development of the Dollar General Store, there are no concerns with the installation of a 200' right turn taper as shown on the revised GDP. Staff is supportive of the extended taper as it will provide a safer turning condition for traffic entering the site and traffic continuing south on Courthouse Road


Summary:

The applicant requests a rezoning of 3.53 acres from Agricultural 3 (A-3) to Commercial 1 (C-1) with proffers to allow for a Dollar General retail sales establishment on a portion of 5715 Fenton Road. The property is located on the northeast corner of the Courthouse Road (Route 208) and Lawyers Road (Route 601) intersection.
