Recommendation: Staff recommends approval of the Special Use Permit with conditions.
Summary: The applicant requests Special Use Permit approval for a fuel dispensing service composed of six (6) islands providing 12 fueling stations in association with a 5,988 sq.ft. convenience store on a 2.88 acre portion of a 3.31 acre assemblage which is located on the northwest corner of the intersection Plank Rd. (Route 3) and Spotswood Furnace Rd.

Financial Impact: A positive financial impact is expected should this special use be approved due to increased due to increases in real estate, sales, and prepared food taxes.

Additional Background/Other Considerations: The applicant has also submitted a concurrent rezoning request (R17-0001) to rezone four parcel to C-2 in order to accommodate this Special Use Permit request. 
Consequence of Denial/Inaction: The proposed Special Use will not be allowed.  Although, if the previous rezoning was approved, other permitted uses within the C-2 district may be administratively approved, including a Convenience Store (without any fuel dispensing services).
