Recommendation:
Approve the Cost Share Agreement to Keswick Land Development Corporation for regional water and sewer system improvements in the Courthouse area.  The Cost Share Agreement has been approved as to form by the County Attorney’s Office.

Staff is requesting approval of the Cost Share Agreement with Keswick Land Development Corporation to construct Regional Water and Sewer Improvements for the Courthouse Area.  The total cost share is $1,249,632.00 with $334,573.44 of that cost being reimbursed to the County by Spotsylvania Courthouse Village III, LLC. resulting in the final cost to the county of  $915,058.56. 

Summary:

The Keswick cost share project consists of a new regional pump station and associated gravity sewer to be constructed at a location and depth suitable to serve the remaining unserved portion of the Courthouse Area designated for service in the Water /Sewer Master Plan (April 1999). The improvements are designed to provide service in the most cost-effective manner. Due to topographical and engineering constraints, the optimal design requires the relocation and upgrade of current County pump station # 28 and the installation of a sewer main at a significantly greater depth than that which would be necessary to serve the Keswick development alone. The optimal design of the sewer extension necessarily entails costs and expenses significantly greater than required to serve only Keswick, but building the optimal design now will avoid significant future capital costs and waste, and substantially reduce future operating and maintenance costs. Specifics of the project include the installation of a new sewer pump station and the abandonment of the existing pump station #28, installation of one thousand nine hundred fifty feet (1950’), more or less, of twelve inch (12”) sewer gravity main, the installation of one thousand nine feet (1009’), more or less, of eight inch (8”) sewer force main, construction of an access road to the new pump station #28, and associated appurtenances and final engineering. The location provides the only practical location for a deep sewer to the Brock Road/208 bypass intersection area and a stream crossing to areas south on Route 208. The total cost of the project is $1,692,320.30. The total County cost share is $1,249,632.00, with $334,573.44 of that cost to be reimbursed to the County by Spotsylvania Courthouse Village III, LLC, to result the final cost to the County of $915,058.56.

Consequence of Denial/Inaction:

The alternative of not participating in the cost share with Keswick would be to construct deep sewer at exponential cost increases after Keswick is built out or to develop the courthouse area with several pump stations burdening utilities with maintaining at least 3 additional pump stations and a future cost of rebuilding the existing pump station (which gets replaced with this project) in the near future at considerable additional costs to the county.
