Recommendation:

It is recommended that the Board of Supervisors adopt the attached Resolution to appoint Sarah Reid, a member of the Advisory Committee of the Rappahannock Area Youth Services & Group Home Commission and Middle School Coordinator for Instruction for Special Education for Spotsylvania County Schools, as the seventh voting member of said Commission.

Recommendation of the appointment of Sarah Reid, a member of the Advisory Committee of the Rappahannock Area Youth Services & Group Home Commission and Director of the Fredericksburg Department of Social Services, as the seventh voting member of said Commission.  The Rappahannock Area Youth Services & Group Home Commission oversees the regional Office on Youth and Chaplin Youth Center, a group home for at-risk youth.
Summary:
In July of 2014 the Board of Supervisors approved the consolidation of the Rappahannock Area Office on Youth and the Spotsylvania, Stafford, Fredericksburg Group Home Commission into one body, the  Rappahannock Area Youth Services & Group Home Commission.  The Commission consists of two voting members from each jurisdiction, a member for the locality's Board/County and the County Administrator/City Manager or a designated employee.  A seventh voting member is to be selected from an Advisory Committee established and appointed by the members of the Commission. Rappahannock Area Youth Services & Group Home Commission Bylaws require the respective governing bodies to appoint the seventh voting member of the Commission.  For FY 2018 the Commission chair is filled by a Stafford County representative and the vice chair by a City of Fredericksburg representative.  These offices rotate annually through the three member jurisdictions.  It is the decision of the Commission that the voting member from the Advisory Committee should be from the locality not holding an office on the Commission.  Therefore, it is the Commission recommendation and request that Sarah Reid, the Spotsylvania representative of the Advisory Committee, be appointed by the Boards and Council of the member jurisdictions to fill the position of the seventh voting member of the Commission, for a one-year term to expire June 30, 2018.

The Rappahannock Area Youth Services & Group Home Commission will not have a seventh voting member as prescribed by the Bylaws approved by the member jurisdictions.
