Recommendation:
Approve the award of a purchase order to GranTurk Equipment Co., Inc. in the amount of $649,977.60 to provide a compost grinder for the Livingston Landfill.  The purchase order has been reviewed and approved as to form by the County Attorney’s Office.

Summary:

An Invitation for Bid (IFB) was issued by the Spotsylvania County Procurement Division on June 8, 2017 to solicit bids from qualified contractors for the compost grinder for the Livingston Landfill.  The bids were opened on June 20, 2017.  Two (2) bids were received for this procurement as follows:

Additional Background/Other Considerations:
This purchase order will provide a new 2017 model year DuraTech Model 9564 Compost Grinder for the Livingston Landfill.  This piece of equipment is used to grind yard waste disposed of at the Livingston Landfill into wood chips which are a critical component of the composting operation. 
Consequence of Denial/Inaction:
Denial will result in the composting operation not being able to purchase a piece of equipment extremely critical to the operation.  The existing grinder is a 1991 model that has far outlived its useful life.  Failure of the existing equipment would mean chips could not be produced and the composing operation would quickly exhaust its current inventory of chips and be forced to cease operation.  At that point all wastewater solids, along with all yard waste, would have to be redirected for co-disposal in the landfill, taking up valuable landfill space, and a revenue stream (compost sales) would be interrupted.
