Recommendation:
Providing update on total compensation study and benefits.
Summary:
We have concluded the total compensation study conducted by Evergreen Solutions, LLC.  We have implemented pay adjustments for cost of living, longevity and market adjustments effective July 17, 2017.  These adjustments appeared in paychecks distributed to employees on August 4, 2017.  As part of the total compensation study, we reviewed our employee and retiree benefits.  We discovered that most of our benefits are very competitive with other localities.  In some cases, we found that our benefits exceed those of our counterparts.  This is particularly noted in the area of retiree health benefits.  In the upcoming weeks, we will review our employee and retiree plan designs to consider what is most advantageous for employees and retirees, while also managing the rising costs of health care and its impact to the County.  This review and any resulting decisions will be considered for the 2018-2019 open enrollment period.  The open enrollment period for the October 2017- September 2018 plan year will be held August 14 thru August 25.  During open enrollment, employees will have the opportunity to make changes to their coverage level or plan elections without a qualifying event.  During this upcoming plan year, there will be no changes to the current plan design or premium rates for employees or retirees.
