Recommendation:

Staff recommends that the Board authorize the County Administrator or his designee to execute VDOT's standard Project Administration Agreement to pave certain unpaved roads for which the funding has been approved by the Board in past fiscal years and is currently available.

Summary:

Over the period FY 2013 - FY 2016, the Board approved funding for paving of what at the time were termed "fair" unpaved roads.  A total of $1.8 million is budgeted and available to pave:

 

  • Spotswood Furnace Road
  • Woolfolk Road
  • Twilight Lane
  • Sullivan Road
  • Mastin Lane
  • Parker Lane
  • Mallard Point Lane
  • Wigglesworth Road
  • Ryland Payne Road
  • White Shop Lane

 

VDOT's estimated cost for this paving is $1.6 million.

 

Staff has received from VDOT the State's standard Project Administration Agreement in which the County agrees to fund the paving work and VDOT agrees to perform the work.  The agreement requires a Board-approved resolution authorizing a designee to execute the agreement.

 

Typically, through the Revenue Sharing application process, the Board authorizes the County Administrator to sign Project Administration Agreements.  However, because paving of these unpaved roads is not a Revenue Sharing project, no resolution providing signature authority has been approved.  As such, staff seeks the Board's approval of the attached resolution at this time.

Financial Impact:
Adequate funding has been budgeted and appropriated in prior years for the purpose of paving the unpaved roads named in the Project Administration Agreement.

Consequence of Denial/Inaction:
If the Board takes no action on the resolution, staff cannot proceed with working with VDOT to have these certain unpaved roads paved by VDOT.
