Recommendation:

The Finance Committee and staff recommend that the Board of Supervisors accept the award, FY 2018 budget adjustment, and appropriation for the Virginia Office of Emergency Medical Services Rescue Squad Assistance Fund Grant Award.

Summary:

The Virginia Office of Emergency Medical Services (OEMS) offers competitive funding through their Rescue Squad Assistance Fund (RSAF) Program. RSAF is a matching grant program that is open to governmental, volunteer, non-profit EMS organizations, and non-licensed EMS agencies located in Virginia. The program typically requires a 50% local cash match. The primary goal of the RSAF program is to provide financial assistance in order to purchase EMS equipment, vehicles, and to provide for needed EMS programs and projects. As a licensed EMS agency, the Department of Fire, Rescue and Emergency Management (FREM) submitted a grant application requesting $79,757 to fund the purchase of 29 Automatic External Defibrillators (AEDs) and four Stryker Power Load Systems to lift patients into ambulances. Recently Spotsylvania County was notified by OEMS that Spotsylvania County had been awarded a total of $49,422. This awarded amount includes the requested four Stryker Power load lift systems, but does not fund the AEDs. The grant will require a local match of $49,422, which is available in the Fire Equipment Capital Reserve project established in FY 2015. The attached budget adjustment shifts $49,422 from the Fire Equipment Capital Reserve project to be used for this grant match. 

 

If accepted, the award period will run from July 1, 2017 to June 30, 2018. However, items will need to be ordered within 60 days.  It is anticipated that there will be ongoing costs of $1,600 associated with this award for the maintenance of this equipment.  This cost is based on an annual rate of $400 per device.

Consequence of Denial/Inaction:

Failure to accept and appropriate these funds will mean that the Department of Fire, Rescue and Emergency Services will not be able to utilize $49,422 in state funds for the purchase of four Stryker power load systems. If the award is not accepted then either additional local funds will need to be found or the number of units purchased will need to be reduced.
