Summary:

Proposed revision to Board of Supervisors bylaws to add a moratorium on certain action by the Board of Supervisors in November or December of any year in which members of the Board are elected in a general election.  Specifically, the amendment would prohibit any Board action on

(1) rezoning applications; (2) conditional use permit applications; (3) comprehensive plan amendments; (4) zoning text amendments; (5) land acquisitions, excluding those acquisitions associated with approved projects in the Capital Improvement Plan (CIP); (6) borrowing money; (7) appointments to any boards, authorities, commissions, and/or committees; and/or (8) budget amendments, except prior year re-appropriations after the County’s financial statements are completed.

Additional Background/Other Considerations:

The County Attorney’s Office is working with County staff to identify and address the impact of the proposed change to identify potential amendments for the Board’s consideration at the meeting. 


Consequence of Denial/Inaction:

The Board would be able to act upon the identified matters at its November and December meetings during years when members of the Board are elected in a general election.
