Authorize public hearing to change the use of proffer funds, Public Hearing scheduled for the September 26th Board Work Session.
Harrison Crossing Cash Proffer
The original Harrison Crossing proffer called for the County to use $25,000 in cash proffers contributed by the developer “towards the development of a Commercial to Historic Transition Plan for the Route 3 Corridor.” The County used $10,000.00 for a planning study some time ago and still holds deposited $15,000.00 remaining, which has a sunset date of 10/3/2017. Section 3 within State Code §15.2-2303.2 allows for the County to use the proffer payments for “alternative improvements of the same category within the locality in the vicinity of the improvements for which the cash payments were originally made.” To do so, we’d have to a) give the developer (Silver) 30 days notice, and b) authorize by public hearing. Instead of giving this $15,000 to the Commonwealth Transportation Board, CTB, the County proposes to apply it to the Harrison Crossing Special Service District (SSD) and let the funds help pay the debt service on the roadway improvements that have already occurred as part of that Special Service District, SSD.
