Recommendation:

Approval of Contract Renewals to Anthem Blue Cross Blue Shield for Medical, Dental, Vision and EAP (Employee Assistance Program) Insurance Services for County staff and retirees.  
Summary:

:  The contracts with Anthem Blue Cross Blue Shield were approved by the Board of Supervisors and awarded on September 8, 2015 with an initial term limit of one year and the option for four (4) additional one (1) year terms.  This renewal represents the second of four options available to the County.

Financial Impact: The FY 2018 Adopted Budget included funding within each Department for the County’s estimated share of Health Insurance coverage.  Given the County’s claims history and insurance reserve balances, health insurance rates were expected to remain the same in FY 2018.  After review of the Anthem Blue Cross Blue Shield proposal and considering the County’s claim history, the level of funding included in the FY 2018 Adopted Budget is anticipated to be sufficient.

Additional Background/Other Considerations:

The procurement for Health Insurance Services was a joint procurement with the Schools.  Both the County and the Schools awarded to Anthem Blue Cross Blue Shield and entered into separate contracts.  The County’s insurance plan year occurs annually from October 1 through September 30.  The current insurance contracts will expire on September 30, 2017. 
Consequence of Denial/Inaction:

Health and Prescription Insurance will not be provided to the County staff and retirees, which would greatly hamper our retention and recruitment efforts.
