Recommendation:
Staff recommends that the Board approve the attached resolution.
Summary:

Applications for the FY 2019 FY 2020 Revenue Sharing Program for transportation funding are due October 31st.  Applications must include certain VDOT forms and a resolution outlining the County’s request to participate, and stating the Board’s support and commitment to the required match for the projects for which funding is being requested.  Each locality may apply for up to $5 million in Revenue Sharing funds each fiscal year for the two year cycle totaling $10 million. The Revenue Sharing Program requires a 100% match from County funds. Based on recent Board direction and the Transportation Committee approval, staff recommends that the County make application to fund $9.5 Million in projects in FY 2019 and FY 2020.  These projects are as follows:

FY19 Allocations -$4,500,000

  • $500,000 for Phase 1 Harrison Road turn lane improvements at Old Plank Road and at Gordon Road.
  • $2,500,000 for RTE 3 Operational Improvements.  Eliminating West bound right turn lane bump outs to create a full through/turn lane combination.
  • $1,500,000 for Old Plank Road and Andora Drive  round – a – bout.  

FY20 Allocations - $5,000,000

  • $5,000,000 for Harrison Road widening improvements from Old Plank Road To Harrison Road final phase.

These projects are consistent with action taken by the Board on August 8, 2017 to prioritize the above projects to see if they could all be funded.    With the help of Virginia Department of Transportation all projects could fully be funded for the FY19 / FY20 Revenue Share Application period.  Attached are project sketches.

Financial Impact:
The Revenue Sharing Program reduces local costs of transportation projects by providing a 100% match of local funding.  The attached resolution includes $4,500,000 in requested State funding for FY19 and $5,000,000 in requested State funding in FY20 for the prioritized transportation projects in Spotsylvania.

Consequence of Denial/Inaction:
Should this resolution be denied, staff will not be able to apply for the State’s FY 2019 FY 2020 Revenue Sharing Program.  The program is only available every two years.   If the projects are to continue, the County will need to issue additional bonds to fund the portion of the projects that would have otherwise been funded by this State Revenue Sharing.  The issuance of additional bonds would increase the debt service payments in the Transportation Fund.
