Recommendation:
Staff recommends approval of the attached resolution to endorse the George Washington Regional Commission Regional Hazard Mitigation 2017 Update.

County staff seek Board of Supervisors endorsement of the 2017 Regional Hazard Mitigation Plan, which is an update to the 2012 Plan. This is a regional planning effort led by the George Washington Regional Commission to ensure compliance with the Federal Disaster Mitigation Act of 2000, and be eligible for FEMA grants. This Plan was approved by the Federal Emergency Management Agency (FEMA) on September 25, 2017.
Summary:

The 2017 Regional Hazard Mitigation Plan is an update to the 2012 Plan. Adoption of the Plan ensures the Region’s compliance with the Disaster Mitigation Act (DMA) of 2000, which requires that local governments develop natural hazard mitigation plans in order to qualify for both pre-disaster and post-disaster grant opportunities. The Act requires that these plans demonstrate “a jurisdiction’s commitment to reduce risk from natural hazards, serving as a guide for decision makers as they commit resources to reducing the effects of natural hazards”, and must be updated every 5 years. The attached Plan was approved by the Federal Emergency Management Agency (FEMA) on September 25, 2017. Local endorsement of the newly approved Plan is now necessary.

Input into the update was provided by FREM, Planning, Zoning/Environmental, Building, and GIS. The Plan was also reviewed by the Public Safety Committee. The draft Plan was available for public review and input during the Spring of 2017.
Consequence of Denial/Inaction:
If the Plan is not endorsed, Spotsylvania County will not be eligible for FEMA hazard mitigation grant funds.
