Summary:
A special exception application on land adjacent to Spotsylvania County is scheduled for a vote by Caroline County's Board of Supervisors on November 16th. The application is a request for approval of a Sand and Gravel Extraction and Sales operation located on 161.4 acres south of Route 17. The operation would be an expansion to an existing sand and gravel business in Spotsylvania County. In 2003 a rezoning to Industrial 2 and a special use permit were approved for sand and gravel extraction and a processing plant on approximately 295 acres located on the south side of Route 17/Mills Drive at New Post. Access to the site is provided via a driveway opposite the entrance to Belvedere Farms. The expansion of the operation into Caroline County would provide an estimated additional 15 years worth of mineral extraction. The processing plant and access to the site would remain in Spotsylvania County. There is no expected increase in truck traffic. No blasting or explosives will be used in the mining operating and no more than 30% of the site would be open for mining at any time. Just as has occurred in Spotsylvania County, the land will be reclaimed and returned to agricultural use.
