Recommendation:
Revocation of charters for Citizen Budget Review Committee (“CBRC”), Public Safety Committee, and Transportation Committee.
Summary:
As presented to the Board on November 28, 2017, three of the Board Committees (the CBRC, Public Safety Committee, and Transportation Committee) were given charters as well as bylaws when they were created. For the most part, the two documents were duplicative. Where they differed, they generated confusion with respect to the governance of the committees. The charters were misinterpreted as having legal precedence over the bylaws (like a constitution would) when, in fact, they did not. At its January 9, 2018, meeting, the Board adopted changes incorporating into the existing bylaws for each committee the relevant, non-duplicative terms from their respective charters. Doing so rendered the charters completely irrelevant and prepared for their revocation. The proposed Resolution completes this process by revoking the charters.
