Recommendation:
Approve the award of a contract to Ferguson Enterprises Inc. in the amount of $10,279,740.00 to provide an Advanced Metering Infrastructure Network (AMI) for the purpose of remotely collecting water meter data.

Staff is requesting approval of contract to Ferguson Enterprises, Inc. in the amount of $10,279,740.00 to provide an advanced metering infrastructure network.
Summary:
A Request for Proposal (RFP) was issued by the Spotsylvania County Procurement Division to solicit proposals from qualified vendors to provide the AMI meter upgrade services.  Six (6) proposals were received for this procurement.  A Selection Committee reviewed the proposals which resulted in a recommendation to award to Ferguson Enterprises, Inc.
Financial Impact:
Due to the cost and extensive schedule of this project, funding is planned in the CIP over time.  With the project reallocation adjustment scheduled for approval by the Board on February 13, this project will have a current balance of $6.7 million.  Another $2.0 million is planned in the recommended CIP for FY 2020 bringing the budget total to $8.7 million.  The $10.3 million contract award is the ceiling price of this project.  Staff may revise downwards the system implementation requirements once the project begins, or may request additional funding in out-years of the CIP to reach the $10.3 million contract price.

Consequence of Denial/Inaction:
Failure to award the contract will result in the continued usage of over 20,000 water meters that have reached the end of their life expectancy resulting in water loss, increased operating costs and revenue loss for water/sewer system operations.
