| Staff recommends the use of Tourism Reserve to cover sponsoring the Soap Box Derby that will more than likely be at Dominion Raceway (no contract yet) |

| Volunteers who have worked with the Soap Box Derby in Fredericksburg are working with Dominion Raceway to have the sanctioned Soap Box Derby in Spotsylvania. Fredericksburg Parks and Recreation financed and ran the event in the past. This group of volunteers are working to get themselves established as a non-profit organization to be able to run and manage the event in the future, but with the short amount of time before the race has to be held, and the need to get the fees paid to have a sanctioned event, they will not be able to obtain this in time for this year’s race. Therefore, Tourism recommends that Spotsylvania Tourism assist the event with the budget equal to what Fredericksburg P&R had of $15,000. Total costs associated with this Tourism initiative are estimated at $15,000. Staff recommends that the Board allocate this $15,000 from the Tourism Reserve which has a balance of approximately $690,000. This balance is a result of prior years’ accumulations of Transient Occupancy revenue that must, by law, be dedicated to tourism purposes exceeding prior years’ tourism expenditures. The attached budget adjustment and appropriation reflect use of the Tourism Reserve for the Soap Box Derby tourism initiative. |

| The only site that was found in Spotsylvania that would be suitable was Dominion Raceway. There would no need to close any public roadways, facilities can handle the parking and needs of large crowds. Registration could be handled through the Visitor Center; Tourism can submit the required registration fees to All-American Soap Box Derby and cover expenses not covered by the registration fees of the drivers. In the future to assist with sponsoring the event, an estimated budget of $8,000 is requested to be added to the Tourism Heritage Projects budget. |
