FRED Ex Funding for Exit 126 “Super Ramp” & Harrison Road Bridge
Recommendation:
Request the Virginia Department of Transportation to allocate funds from FRED Ex to two projects in Spotsylvania County. The two projects are the Super Ramp at Exit 126 and the Harrison Road Bridge Widening.
Summary:
As part of a federal project known as the Atlantic Gateway Project to improve conditions along I-95 from DC to Philadelphia, Virginia was allocated a portion of funds to expanding the express lanes along I-95 and fund the NB Rappahannock River Crossing project. Virginia will realize some savings from these projects which they are making available to the area with the condition that the funds be spend on the I-95 mainline to reduce congestion and increase mobility between Spotsylvania County and Exit 160. Funding can be used for highway, transit or TDM improvements. This additional funding should be available in April or May for the upcoming FY2019-2024 SYIP. Potentially total funding available is $130 million dollars for the NB Rappahannock River Crossing and another $232 million  when the FRED Ex opens in 2022. The state has invited FAMPO to provide input on the use of these future funds and they will submit a formal request. The County has met with FAMPO and they support submitting both the Super Ramp project at Exit 126 which would significantly reduce southbound congestion on US Route 1 between the exit ramp and Southpoint Parkway, and reduce traffic back-up on the ramp, plus widening the bridge on Harrison Road which would allow for future CD lanes or a future interchange. VDOT has requested that the County send a resolution of support for funding these two projects.

Consequence of Denial/Inaction:
The funding available for FRED Ex will go back into VDOT’s general fund and be allocated for other projects in the region.
