Recommendation:
Following the public hearing staff recommends that the Board adopt the attached resolution approving VDOT’s FY 2019 – FY 2024 Secondary Six Year Plan.

Summary:
The Secondary Six Year Plan (attached) is the secondary road transportation development plan that is presented to the Board of Supervisors at a public hearing for approval on an annual basis. This plan includes VDOT’s proposed Secondary Construction Budget of $500,168 for FY2019 and it outlines the projects prioritized by the Board of Supervisors in previous years to complete the unpaved roads with the allocated funding. The funding for the Secondary Six Year Plan is derived from state and federal gasoline taxes, vehicle title fees, vehicle sales tax and one-half percent of state’s sales tax and distributed to the primary urban and secondary systems after addressing maintenance, administrative costs and other priorities established in the Code of Virginia. As recommended by the Spotsylvania County Board of Supervisors and prioritized years prior, the funds will continue to be allocated to the existing projects to complete the existing priorities rather than add additional projects.    
Financial Impact:
The reduction in Secondary Road allocations could increase future bond borrowing or necessitate deferral or delay in the CIP project schedules.  However, the proposed plan provides for additional funding for secondary roads and unpaved roads within Spotsylvania County.

Consequence of Denial/Inaction:
VDOT will not have a County-supported FY 2019 – FY 2024 Secondary Six Year Plan and FY 2019 Secondary Road Construction Budget, which could prevent the County from receiving any future 6-year allocations.  Such allocations would then be distributed to other localities within the Commonwealth for use.
