Recommendation: Information Services recommends BOS approval of this Purchase order which is a three year ELA totaling $300,000. This will be funded on an annual basis at $100,000 per year.  The ELA is included in the FY'18 approved budget and the FY'19 adopted budget for Information Services.
Summary:

The goal is the development of a new Enterprise GIS model that is recommended to support the County’s expected growth as business systems location-enablement is expanded, additional web services are required to support current and future initiatives, and new technologies such as Portal, and Insights for ArcGIS, are incorporated. The recommended Enterprise GIS platform is focused on best practices to ensure a secure, highly available, and scalable Geospatial Information System and web GIS solution.

 

Key to meeting the goal is the implementation of the ESRI Enterprise Agreement which will greatly allow the County to expand the depth of GIS Application Development services which greatly enhances our abilities as well as the customer experience under one fixed price for the next three years.

 

The Enterprise Agreement key features include:

1.    Uniting ESRI software licensing into a single organization-wide agreement

a.    Permanent-use rights for software

b.    Unlimited number of Licenses at no extra cost

 

2.    Maintenance is included for the term of the EA and offers:

a.    Technical support

b.    New software releases, patches, and updates

 

3.    Unlimited use of the following:

a.    ArcGIS Pro + Extensions

b.    ArcGIS Enterprise + Extensions

c.     ArcGIS Online

d.    and a multitude of other ArcGIS software

 

4.    Reduced cost for (5%) Instructor-led Training

5.    Access to Unlimited Self-Paced e-Learning & Certifications

Additional Background/Other Considerations: The current limited use contract is expired on April 30th. ESRI granted a 30 day extension and more than likely not provide any further extensions.
Consequence of Denial/Inaction: The impact of non-approval of the ESRI Enterprise Agreement would put a halt to efforts to remove legacy GIS systems and support, maintain, and expand GIS capabilities across the county and for the public at large. It would have adverse impact in the mandatory implementation of NG911, as mandated by the State, and also adversely impact GIS support for public safety systems, transportation planning and related applications, environmental controls, Economic Development endeavors, and other internal departments and external entities that heavily rely on GIS applications and functionality.
