Recommendation:
Approve the award of a contract to Finley Asphalt & Sealing, Inc. in the amount of $284,547.71 for the Holbert Building Pavement Rehabilitation.  The contract has been reviewed and approved as to form by the County Attorney’s Office.

Staff is requesting approval of a contract to Finley Asphalt & Sealing, Inc. in the amount of $284,547.71 for the Holbert Building Pavement Rehabilitation.
Summary:

An Invitation for Bid (IFB) was issued by the Spotsylvania County Procurement Division to solicit bids from qualified contractors for the Holbert Building Pavement Rehabilitation.  Six (6) bids were received for this procurement as follows:

Adequate funding is budgeted and appropriated within project GP0302, account 310-9120-802-89-03 for award of this contract for this purpose.

Additional Background/Other Considerations:
This contract will provide construction services and materials to provide pavement rehabilitation to repair failed pavement and construct a smooth riding surface that allows for the proper surface runoff of stormwater at the Holbert Building.  The project shall be completed by the Contractor within 150 calendar days as measured from the date of the Notice to Proceed.  Work is not scheduled to start until after the Stars and Stripes Spectacular.
Consequence of Denial/Inaction:
The parking lot at the Holbert Building is in need of rehabilitation.  If this project is not completed, the pavement deterioration will accelerate and future cost to repair will be higher.  These improvements will preserve the condition of the parking lot.
