Recommendation:

The Transportation Committee endorsed the Smart Scale applications with a vote of 7-0.

 

Staff recommends the Board of Supervisors adopt the attached resolution of support for the Smart Scale Applications.

Approval of 4 Smart Scale transportation funding applications to be submitted by Spotsylvania County for this round of funding. The projects include a new road connection from Germanna Point Drive to Spotsylvania Ave, intersection improvements at Salem Church and Harrison roads, improvements to Rt 2 & 17 from Lansdowne Road to south of Shannon Airport Circle, and intersection improvements at Rt 1 / 208 and Lafayette Blvd.   The request is for 100% funding of the cost for these improvements.  The next funding application period will be in 2020.  
Summary:

On May 9, 2018, the Board of Supervisors requested that Planning staff work with representatives of the Virginia Department of Transportation (VDOT) to evaluate the best possibly applications to move forward for Smart Scale funding.  The proposed projects were discussed with the Transportation Committee May 10th. The attached resolution includes four (4) projects for funding:

 

  • Germanna Point Drive connection to Spotsylvania Avenue. This project is located within the Lee Hill Voting District and will work with the previously approved Exit 126 and Route 1 improvements to relieve traffic congestion along Route 1. 
  • Harrison Road and Salem Church Road intersection improvements and widening a small portion of Harrison Road.  This project is located within the Courtland Voting District and is a smaller project to build to the future widening of Harrison Road.
  • Route 2 & 17 intersection and lane improvements from Lansdowne Road past Shannon Airport.  This project is located within the Lee Hill Voting District and will provide congestion relief and connects to the improvements being applied for by the City of Fredericksburg. 
  • Rt. 1 & 208 / Lafayette Blvd intersection improvements.  This project is located within the Battlefield Voting District and is part of the Rt 1 & 208 corridor study improvements for safety and congestion. 

The four applications have been preliminarily reviewed by Virginia Department of Transportation, Fredericksburg Area Metropolitan Planning Organization, are consistent with the approved Spotsylvania County Comprehensive Plan, and are consistent with the Long Range Transportation Plan for the region.
