Recommendation:
Staff recommends approval of the attached budget adjustment and appropriation.

Staff recommends shifting existing project funding and allocating available proffers to advance the Rt. 606 connector road project schedule from FY 2021 - FY 2022 to FY 2019 - FY 2021.  VDOT estimates an overall local cost savings of $1.34 million if the connector road project schedule is aligned with the Rt. 606 west project.
Summary:

The Adopted CIP plans for funding for the Rt. 606 Connector Road in FY 2021 and FY 2022 to align with VDOT’s original schedule of the connector as part of the Exit 118 project.  Finance staff recently learned from VDOT that the schedule for the connector road has been updated to align with the Rt. 606 west widening project.  This alignment of the schedules makes sense given that the connector road project was created to address right of way and access concerns associated with the parallel Rt. 606 widening project.  Additionally, aligning the timelines of the two projects generates efficiency and overall local cost savings of $1.34 million as estimated by VDOT.

 

A shift in funding needs to be made to accomplish the shift forward in project schedule and to fund the right of way phase of the connector road for which VDOT will soon invoice the County.  The following adjustments are requested:

 

  • Shift $146,407 from the completed Harrison Road/Rt. 1 Intersection project.  This adjustment will close the Harrison Road/Rt. 1 Intersection project.

 

  • Shift $195,001 from the Fair Unpaved Roads project.  The County has paid VDOT for each of road projects intended to be accomplished through this project.  VDOT continues to make repairs to various roads with this funding and VDOT recently commented that the funding already paid to VDOT is adequate to complete the planned work.  This adjustment will close the Fair Unpaved Roads project.

 

  • Allocate a total of $1,704,777 in available proffer funding to the Exit 118 connector project.  The $1,704,777 breaks down as follows:

 

    • $1,510,680 – Summerfield
    • $125,000 – Jackson Village
    • $69,097 – Mallard Landing

 

The CIP assumed use of this proffer funding in the out-years for the Rt. 17 widening and bridge and borrowing of funding for the Rt. 606 connector road.  Due to the revision to the timing of the connector road project, Finance staff recommends swapping the funding plan between the Rt. 17 bridge/widening and Rt. 606 connector road projects such that the unrestricted transportation proffers are used now for the connector road with future borrowing to occur for the Rt. 17 bridge/widening project.  This recommendation does not affect the scheduled timing of the Rt. 17 bridge/widening project.

 

These adjustments combine to yield the $2,046,185 in FY 2019 necessary for the connector road schedule advancement.

Consequence of Denial/Inaction:
If this request is denied, the County will not have sufficient funding available to advance the schedule of the Rt. 606 connector road and will not be able to take advantage of economies of scale achieved through aligning the schedules of the connector road and the parallel Rt. 606 west project.  According to VDOT’s estimates, the County could expect to pay $1.34 million more if the project schedules are not aligned.
