Agenda Title: Resolutions for Improvements to Monument Court and Knob Hill Court in the Bloomsbury Subdivision
Recommendation: Staff recommends that the Board authorize the County Administrator or his designee to execute VDOT's standard Project Administration Agreement to hard surface Monument Court and Knob Hill Court in the Bloomsbury subdivision.  Additionally, staff requests the Board's approval of a resolution acknowledging these improvements are being made through the Rural Additions program.
Summary:

As part of the Adopted FY 2019 - FY 2023 Capital Improvement Plan, funding was identified for improvements to bring certain roadways in the Bloomsbury subdivision up to State standards ahead of the roads being turned over to the State for maintenance. 

 

Staff has received from VDOT the State's standard Project Administration Agreement in which the County agrees to fund the road work and VDOT agrees to perform the work.  The agreement requires a Board-approved resolution authorizing the County Administrator or his designee to execute the agreement.  Additionally, VDOT requests that the Board authorize this work to occur through the State's Rural Additions program.  As such, staff seeks the Board's approval of the attached resolutions at this time.

Adequate funding exists within the FY 2019 Budget for the purpose of these road improvements as identified in the Project Administration Agreement and as intended by the Adopted CIP.

Consequence of Denial/Inaction: If the Board takes no action on the resolutions, staff cannot proceed with working with VDOT to have these certain roadways brought to State standards.
