Recommendation:
Approve the award of a contract to R.J. Smith Construction, Inc. in the amount of $1,019,998.00 for the Old Sheriff’s Office Demolition & Courthouse Stabilization.  The contract has been reviewed and approved as to form by the County Attorney’s Office.

Staff is requesting approval of a contract to R.J. Smith Construction, Inc. in the amount of $1,019,98.00 for the Old Sheriff’s Office Demolition & Courthouse Stabilization.
Summary:

An Invitation for Bid (IFB) was issued by the Spotsylvania County Procurement Division to solicit bids from qualified contractors for the Old Sheriff’s Office Demolition & Courthouse Stabilization.  Two (2) bids were received for this procurement as follows:

*Earth Crafters, Inc. bid response was found to be nonresponsive to the requirements stated in the Invitation for Bid.

**This is the final contract price.  The original bid price was negotiated down by $204,252.00 to get to the final contract price.
Financial Impact:
Adequate funding is budgeted and appropriated within project GP1501 for award of this contract for this purpose.

Additional Background/Other Considerations:
This contract will provide for the demolition of the existing former sheriff’s building and stabilization of the historic courthouse building.  The project shall be completed by the Contractor within 210 calendar days as measured from the date of the Notice to Proceed.
Consequence of Denial/Inaction:
The mechanical system serving both the former Sheriff’s office and historic courthouse is failing.  The inability to provide conditioned space in both buildings will compromise additional building components.
