| An Invitation for Bid (IFB) was issued by the Spotsylvania County Procurement Division to solicit bids from qualified contractors for the animal shelter expansion and renovation project. The bids were opened on September 19, 2018. Six (6) bids were received for this procurement as follows:

| The funding currently budgeted and available for this project is $680,845 short of $5,928,986 contract award amount. However, the existing Adopted CIP includes $1,076,667 in additional funding for this project in FY 2020. Award of this contract will necessitate approval as part of the FY 2020 Budget and CIP of this planned additional funding. |

| The Contract has been reviewed and approved by the County Attorney’s Office.

| If this project is not approved Staff would have to move forward on mandatory improvements to the sally port and intake areas to comply with current regulations. Capacity issues and long range needs of the facility would go unaddressed, as well as, violation fines that could be up to $1,000 per day per violation. |
