Recommendation:
Staff recommends that the Board of Supervisors approves the Rappahannock Area Health District (Health Department) request to retain $54,900.16 remaining at the end of FY 2018.
Summary:

Spotsylvania County is part of the Virginia Department of Health’s Rappahannock Area Health District and is required per our local government agreement to provide annual funding to support the Health Department’s budget.  In FY 2018, Spotsylvania’s budgeted share of Health Department costs was $647,569.  After completing its FY 2018 year-end settlement report, the Health Department has determined that a balance of $54,900.16 is available for refund to Spotsylvania County.

 

The attached letter serves as the Health Department’s request to maintain the $54,900.16 to purchase various equipment, safety updates to the Health Department office space, and additional office supplies.  The Board has permitted the Health Department to retain excess funds in prior years for various purposes.  Note that for FY 2016 and FY 2017, the Health Department returned funds totaling $26,120 to the County and did not request the use of such funding for carryover.

No budget adjustment is necessary as the County has already paid these funds to the Health Department in FY 2018.  Approval of this item means that the Health Department would keep and not return to the County the $54,900.16 available after FY 2018 operations were completed.

Consequence of Denial/Inaction:
If the Health Department’s request is denied, the $54,900.16 in County funding remaining at the completion of FY 2018 Health Department operations would be returned to the County and the Health Department would have to find other sources of revenue to fund the purchase of various equipment, safety updates, and additional office supplies.
