Recommendation:

Approve Task Order in the amount of $126,649.00 to RK&K to provide engineering design services for Courtland High School Force Main Extension project.  Task Order has been reviewed and approved as to form by the County Attorney’s Office.

Summary:

Services under this Task Order will be for engineering design services for installation of approximately 3,500 linear feet of force main and gravity sewer near Courtland High School.  The purpose of the project is to relocate the force main discharge to a sewer with more adequate capacity than under current conditions.

                                                                  

The work authorized by this contract shall be for engineering design services related to the force main and gravity sewer near the Courtland High School.  Procurement Policy for individual Task Orders was followed and the details concerning the Consultant’s responsibilities for this particular task are included in the attached Task Order and Proposal. 

 

A budget adjustment is necessary to ensure funding is available for award of this contract.  Staff requests that $126,649 be shifted from the existing Hazel Run Pump Station project budget, as that pump station is no longer expected to be constructed.

Financial Impact:

Utilities staff reviewed the budgets of existing projects as part of their work on the requests made for the five-year Recommended CIP.  As part of that review, staff identified existing projects from which funding could be shifted to meet the funding needs of projects with earlier funding needs.  A budget adjustment is forthcoming for the majority of the adjustments identified by staff, but in order for the contract to be awarded for the Courtland High School Force Main Extension project, a budget adjustment is necessary now.  As such, staff is requesting that $126,649 be shifted to this project from the Hazel Run Pump Station project which is no longer expected to be constructed.

Additional Background/Other Considerations:

Task Order is signed by vendor and County Attorney’s Office and is attached.  This Task Order is in compliance with current Contract #16-16-TV-04 for professional services previously approved by the Board.

 

County departments have utilized Task Order based agreements for the last several years. Task Order based agreements allow for increased efficiencies in terms of time and value to the tax payer.  Procurement policy is followed in all task order based agreements and task orders valued at $100,000 and greater are presented to the Board of Supervisors for approval.

Consequence of Denial/Inaction:

Denial of this task order will  not allow the relocation of the force main discharge. The current sewer line is under capacity for the future growth of the courthouse area. The new force main discharge connection will discharge into a sewer line that has capacity for future growth. Continuing to use the existing sewer line the county may experience future sanitary sewer overflows and back-ups from over capacity of the sewer line.
