Recommendation:
Approve the award of a contract to Edifice Studio, LLC in the amount of $11,822,002.00 for the Judicial Center expansion and renovation.  The contract has been reviewed and approved as to form by the County Attorney’s Office.
Summary:

An Invitation for Bid (IFB) was issued by the Spotsylvania County Procurement Division to solicit bids from qualified contractors for the Judicial Center expansion and renovation.  Four (4) bids were received for this procurement as follows:

Financial Impact:
Adequate funding is budgeted and appropriated within project GP1308 for award of this contract for this purpose.  This includes $4,719,000 planned in the FY 2020 Budget for this project. Approval of this contract now requires that at least $3,291,352 of this $4,719,000 be approved for FY 2020 as part of the upcoming FY 2020 Budget process.

Additional Background/Other Considerations:
This contract will allow for the renovation and expansion of the existing Spotsylvania County Judicial Center, consisting of a core and shell expansion of approximately 32,860 square feet.  Construction shall include one General District Courtroom and support spaces in the base bid, a Juvenile and Domestic Relations Courtroom and support spaces as an alternate, and mechanical and electrical replacements within the existing buildings.  Shell space will exist on the first and second floor for the future and long term expansion needs.
Consequence of Denial/Inaction:
Failure to approve this contract will result in the need for new direction as it applies to the near and long term demands of the Judicial Center and its caseloads, including General District Court, Juvenile and Domestic Relations Court, and court security.  Alternative contracts will need to be pursued for the replacements of the Judicial Center’s existing mechanical and electrical services.
