| Staff recommends that the Board of Supervisors appoint Michael Christie, Senior Deputy, Sheriff's Office, and Matthew Embrey, Division Chief of Emergency Management and Logistics, Fire, Rescue and Emergency Management (FREM) to the Region 2: Culpeper Regional Preparedness Advisory Committee for Interoperability (RPAC-I). Deputy Christie will serve as the primary representative, and Chief Embrey will serve as the secondary representative. |

| | | | | | | | Summary:
| The State's Office of Public Safety and Homeland Security oversees the state's interoperability efforts, through the implementation of six regional groups. Spotsylvania County is part of the Region 2 Culpeper Regional Preparedness Advisory Committee for Interoperability (RPAC-I), and works within this group to ensure continued regional coordination for radio and other communications.
Deputy Christie will serve as the primary representative for the Region 2 RPAC-I, by prioritizing and voting for regional projects that are to be submitted to the state, for state and federal grant funding opportunities related to regional radio interoperability. Deputy Christie will ensure that Region 2 RPAC-I project submissions are aligned with the state's initiatives for radio communications, and ensure the County's emergency services needs are met for operability within the county, as well as interoperability with regional, state and federal agencies.
Chief Embrey will serve as the secondary representative for the Region 2 RPAC-I. As the County's Emergency Services Coordinator, Chief Embrey will serve in the secondary role to ensure state interoperability initiatives are attained, within the scope of local, regional, state and federal communications. Chief Embrey will assist in prioritizing regional project submissions, and vote on priorities in the absence of Deputy Christie.

| If appointments are not approved, Spotsylvania County will not be able to actively participate on the Region 2: RPAC-I committee. Additionally, the County loses ranking points when applying for federal and state grant opportunities, and as a result, loses access to federal and state grant funding when available. |
