Recommendation:

Approve the award of a contract to Cintas Corporation for rental of uniforms, floor mats, shop rags and lab towels for Utilities/Public Works.  Pricing is a fixed unit cost per item in accordance with the Prince William County Contract which will expire October 31, 2023 with two (1) year renewable options. Based on the current number of employees and the total products needed the cost for year one of the contract is $113,835.80.   

Summary:

A Request for Proposal (RFP) was issued by Prince William County Public Schools in July 2018 for Facilities Management Products and Solutions which includes but is not limited to uniform purchase and rental services.  Prince William County Public Schools has a cooperative clause which allows other localities to purchase or rent various types of uniforms from the awarded vendor, Cintas Corporation.

 

Some uniforms are designed specifically to provide protection against the hazards that come with the job at hand. Providing employees with these specialized uniforms ensures that the quality of protection meets the standards set by the industry. Each position in the Utilities/Public Works Department was reviewed by the Safety Coordinator and Division Director's to determine the appropriate safety level required to provide the best protection for employees. 

 

Required by VOSH/OSHA and the Federal Manual Uniform Traffic Control Devices (MUTCD), positions that work in a roadway, near traffic, or with or near heavy equipment, such as Refuse, Liter Technicians, and Utilities Field Services, must be provided with and wear Hi-Visibility, ANSI Class 3, Type O or R clothing. The garments selected comply with these requirements and will help protect workers from being struck by motorized vehicles. Additionally, in the course of daily duties, numerous County employees including electricians, welders, facilities technicians, and plant and pump maintenance mechanics are potentially subjected to flash fire, electrical arc flash or other forms of combustible fire.  Upon the completion of the risk assessment for these positions, Flame Resistant (FR) garments were selected.  FR workwear is made from fabrics that are made to self-extinguish.

Consequence of Denial/Inaction: Denying this request may subject County employees to known and recognized safety hazards, some of which could result in significant harm to person or property.  Violations of safety regulations may result in fines levied by VOSH, increased Workers Compensation premiums, and lower employee morale.
