Authorize the County Administrator to sign a licensing agreement with the Spotsylvania Towne Center to allow the library to install a book drop box in the parking lot of the Towne Center.

Central Rappahannock Regional Library opened a library branch in the Spotsylvania Towne Centre last August. The library has been working with Cafaro Companies, the mall management company, to have an outside book drop installed on mall property. The library has approval from Cafaro Companies for a site, and the library will purchase, install and maintain the book drop, covering all expenses associated with the drop box. Cafaro Companies requested the County sign a license agreement for the book drop since Spotsylvania County is the lease holder. All other leases for the space were completed in 2018.

The drop box is covered under the CRRL insurance and all expenses and maintenance of the box are the responsibility of the CRRL.

The CRRL will not have an external drop box for book return at the mall library branch.
