Recommendation:
Approval of a Purchase Order to Silver Ships, Inc. for the purchase of a 2019 Silver Ships Explorer 24 Fire Boat in the amount of $263,245.00.
Summary:

An Invitation for Bid (IFB) was issued in February 2019 for the purchase of a new fire boat for use by FREM. The bids were opened on March 14, 2019.  Three bids were received for this procurement as follows:

Financial Impact:
Adequate funding is budgeted and appropriated within project FR1901 account 310-9130-802-8001 and 110-3240-422-5888 FREMS for award of this contract for this purpose.

Additional Background/Other Considerations:
The Purchase Order has been approved as to form by the County Attorney’s Office and is attached. FREM intends to relocate the existing boat to Co. 11 for use on the Rappahannock River in emergencies.
Consequence of Denial/Inaction:

The boat will provide increased fire protection to homes around Lake Anna.  It will act as a mobile hydrant for waterfront homes as well as homes within 1,000 feet of the water’s edge.  According to GIS, 1,600 structures are located within 1,000 feet of the lake with more under construction or planned.  Boathouses are not included in this total, and the boat will give us added capability for fighting boathouse fires. It will also allow us to fight boat fires on boats afloat, which is a capability we currently don’t possess. 

 

Denial will result in no new increase in water supply capability and the ability to increase our capability to fight certain types of fires.  The boat will act as a rescue and dive platform.  The layout of the deck and bow door will allow safer deployment and recovery of divers and victims when compared to the Department’s current boat. Increased deck space will allow a higher tempo of dive operations when compared to our current platform.  Denial will result in no improvement in the Department’s dive and rescue capabilities.
