Recommendation:

Staff recommends that the Board of Supervisors approve the request to submit a grant application for the FY 2020 Bridges Program and adopt the attached authorized agent resolution.

A request to submit a grant application for the FY 2020 Bridges Program and approve authorized agent(s) to submit the grant on the County's behalf.  The grant will continue a program operating in PC#16 since 2002.  Historically no local match is required.

Summary:

The Virginia Department of Social Services (VDSS) has not yet released the Notice of Funding Availability (NOFA) for the continuation of the Bridges Program for all of FY 2020.  Spotsylvania Department of Social Services (DSS) has been the grant recipient of the (Bridge to the Future Grant) Employment Advancement for Temporary Assistance for Needy Families (TANF) Participants Program Grant since FY 2002 and lead agency for the regional grant since FY 2003.  The “Bridge to the Future Project,” is an inter-agency project between the Spotsylvania Department of Social Services and Spotsylvania County Schools. The project provides intensive services to TANF recipients with multiple barriers to employment, and provides intensive direct services to include the following: identifying and addressing learning and other disabilities; diagnostic services; intensive work readiness and GED preparation. The goal of the project is to assist TANF recipients in gaining and maintaining employment, and to ultimately achieve self-sufficiency, ending dependence on government assistance.  The project’s lead fiscal agent is Spotsylvania DSS, but the project provides services to the entire Planning District 16 to include the Counties of Spotsylvania, Stafford, Caroline, King George, and the City of Fredericksburg, Virginia.

 

In order to allow the Spotsylvania County Department of Social Services (DSS) to continue the services provided by this program, a three month extension was awarded from July 1, 2019 to September 30, 2019.  It is anticipated that the NOFA will be released sometime during the three month extension period and that there will be a short turnaround time in order to submit the application.  DSS is seeking permission from the BOS to apply for continuation funding for the remainder of FY 2020 once the NOFA becomes available.

Financial Impact:
At this time there is no financial impact as this is a request to submit a grant application.  If awarded, the grant award would need to be reviewed and recommended by the Finance Office, County Attorney’s Office, County Administration, and Finance Committee before being presented to the Spotsylvania County Board of Supervisors for acceptance and appropriation.

Consequence of Denial/Inaction:
If the request to apply is denied, DSS will forego the opportunity to use federal funds to serve Spotsylvania County clients and those of Planning District #16, hindering this region’s efforts to promote sustained self-sufficiency in individuals and families.
