Recommendation:
Staff is requesting a decision and vote on the proposed monthly contributions to the HSA accounts and whether to offer 1st year seed funding.
Summary:

As presented during the May 14, 2019 Board of Supervisor meeting, the employee FY 2020 health plan year includes offering a Qualified High Deductible Health Plan  (QHDHP) option.

 

Staff seeks the Board’s consideration as to what level the county may assist in contributing to the Health Savings Account (HSA) as part of the QHDHP option.

Spotsylvania County’s proposed rates include the following staff recommended contributions into the Employee’s HSA:

 

  • HD EE Only - $100/Month ($1,200/YR)

    • HD EE Child - $125/Month ($1,500/YR)

    • HD EE Spouse - $175/Month ($2,100/YR)

    • HD EE Family - $200/Month ($2,400/YR)

       

Below are the Employee (EE)/ Employer (ER) cost split for each level of coverage.

Potentially we may consider offering 1st year seed money to entice employees to adopt the plan in addition to the proposed contributions listed above.

    • SCPS is offering $100 per month seed money to new 2020 QHDHP plan members for the first year only that the plan is offered.
