Recommendation:
Staff recommends that the Board of Supervisors waive the 25-day policy for the months of June and July.
Summary:
The Board adopted a policy in 2013 that requires a minimum of 25 days between the Planning Commission vote on a rezoning and the Board of Supervisor's public hearing. There are currently 21 pending rezoning and special use cases, several of which are moving to Planning Commission public hearing in June and July. With the summer meeting schedule, the 25-day policy in effect, and a conflict one applicant has with the July 9th meeting, the result is that only one public hearing is able to move forward to the July 9 Board public hearing resulting in a heavy public hearing schedule at the August 13 Board meeting (up to 7 public hearings). Staff recommends that the 25-day policy be waived during the summer months in order to move cases through the process more quickly and to distribute the public hearing cases more evenly between the June, July, and August Board meetings. The attached schedule shows the proposed distribution of cases in June and July in order to reduce the public hearing cases in August to a similar number (3-4).
