Recommendation:

Approve the award of a contract to W. C. Spratt, Inc., in the amount of $860,348.00 for Hunting Run Park Phase 2 Improvements project.

Summary:

An Invitation for Bid (IFB) was issued by the Spotsylvania County Procurement Division to solicit bids from qualified contractors for the Hunting Run Park Phase 2 Improvements project.  The bids were opened on February 7, 2019.  Two (2) bids were received for this procurement as follows:

*The original contract price of $1,291,572.00 was negotiated with contractor to meet budget requirements.  The base bid amount for Part I of this project is $938,292.00 with a set allowance by the county of $20,000.00 for the well driller and a public class II wellhead. The county negotiated and deducted a total of $97,944.00 from the base bid amount for Part 1 of this project.  The negotiated bid price is $840,348.00 plus $20,000.00 set allowance for a total of $860,348.00.  Part 2 add alternate in the amount of $333,280.00 of the bid was eliminated for meeting budget requirements.

Financial Impact:

Adequate funding is budgeted and appropriated within project PR1203 for award of this contract for this purpose.

Additional Background/Other Considerations:

The Contract has been reviewed and approved by the County Attorney’s Office. The project consists of constructing a floating pier, construction of access roads and additional parking areas, a precast concrete restroom structure and concession /office structure, installation of drain field, well, pumps and distribution service lines.

Consequence of Denial/Inaction:

The Parks and Recreation Department will not be able to provide the expanded services for the residents of Spotsylvania County that was determined for this Phase 2 portion of the Hunting Run Park Facility as a cost savings during Phase 1.  Staff and park users would continue to utilize temporary facilities at this location until such time the project is constructed.
