Recommendation:
Approve the award of a contract to Boarman Kroos Vogel Group, Inc. to provide professional architectural and engineering services for the design of the Fire Station (Co. 6) Bunkroom Addition.  The contract has been reviewed and approved as to form by the County Attorney’s Office.
Summary:
A Request for Proposal (RFP) was issued by the Spotsylvania County Procurement Division to solicit proposals from qualified contractors to provide professional architectural and engineering services for the Fire Station (Co. 6) Bunkroom Addition.  Six (6) proposals were received for this procurement.  A Selection Committee reviewed the proposals and short listed firms for interviews.  Interviews with firms were conducted, which resulted in an award to Boarman Kroos Vogel Group, Inc. in the amount of $279,890.00.
Financial Impact:
Adequate funding is budgeted and appropriated within project FR 1801 for award of this contract for this purpose.  A total of $1.8M has been allocated for the entire project in FY19 and FY20 budgets.

Additional Background/Other Considerations:

On October 23rd, 2018 the Board of Supervisors requested that the design services contract for the Company 6 Expansion/Renovation project be issued under a traditional RFP verses use of the task order based design services contract. A RFP was developed to include design, bidding, and construction services. The RFP was issued on 11/16/2018 and an award recommendation was made on 04/23/2019.

 

The result of the RFP includes a $180,000 base cost and an additional $99,890 in “not to exceed” costs.

Consequence of Denial/Inaction:
Failure to approve this contract to move forward with the addition of Fire Station (Co. 6) will not allow for the Fire Department to meet it's initiative for the area served by Company 6.
