Approval of Purchase Order to Virginia Department of Emergency Management for Aerial Mapping Project

Recommendation:

Approve Purchase Order in the amount of $112,098.26 to Virginia Department of Emergency Management (VDEM) to provide aerial mapping project work as part of the Virginia Base Mapping Program (VBMP) for the Commonwealth of Virginia.  VDEM will upgrade the scale/resolution of orthophotography images as it acquires over Spotsylvania County.  

Summary:

Virginia Department of Emergency Management (VDEM)/Virginia Geographic Information Network (VGIN) is conducting flights in 2021 in the eastern part of Virginia to capture new imagery for the Virginia Base Mapping Program (VBMP).  The VBMP is providing the commonwealth with a statewide database to assist the state and localities with the deployment of NG911.  As part of this program, localities can purchase 3 or 6 inch resolution imagery and features which are extracted from the imagery. Some of the features include contours, building foot prints, impervious surfaces, land cover features. We are contracting with them to extract impervious surfaces to assist Community Development staff in their efforts to meet some of state and federal environmental requirements.

Imagery is an important dataset used in several applications across the county such as the GIS Interactive Website, Spotsy GeoHub, Community Developments’ Project/Permit system and the Utilities Department’s CityWorks application.  The County purchased 6 inch resolution imagery in 2007, 2013 & 2017 which has provided a consistent level imagery to allow staff to make comparisons which allow them track changes in land use and growth patterns in the County.

Financial Impact:

Adequate funding is budgeted and appropriated for this purpose.

Additional Background/Other Considerations:

The imagery will be one of new layers featured in the new Public Safety System. Public Safety employees in the field will have access to imagery.

Consequence of Denial/Inaction:

Staff will not have access to current imagery on several systems and community development staff will not have a necessary layer which is key to environmental compliance.
