Summary:

An Invitation for Bid (IFB) was issued by the Spotsylvania County Procurement Division to solicit bids from qualified contractors for grounds maintenance services for County Government facilities.  Eight (8) bids were received for this procurement as follows:

*The Board originally approved a contract for these services with Commonwealth Irrigation and Landscape Corporation on February 23, 2021.  Commonwealth notified the County after the contract was approved and executed that they would not be able to fulfill their contractual obligations.  Given this, the County asked Commonwealth to pay the County the difference between their bid price and Brightview Landscaping Services, Inc. bid price.  Payment for this amount was received by the County on March 24, 2021.

Financial Impact:
Adequate funding is budgeted and appropriated within various user department approved budgets for award of this contract for this purpose.

Additional Background/Other Considerations:
This contract will cover all General Government, Public/Safety, and Utilities facilities encompassing approximately 85 individual sites.  Excluded from this contract are the utilities dam/reservoir sites, which will be awarded under a separate contract that was solicited separately. The level of service for each site is based on the use of the facility, ranging from once a week to every six weeks. The actual services vary from site to site, but include mowing, trimming, edging, fertilization, mulching and pruning.
Consequence of Denial/Inaction:
Denial of the contract award will cause significant delays in these services as the Spring lawn/landscape season has begun.
