Recommendation:

Staff recommends that the Board authorizes a public hearing to be held February 22 for the budget adjustment associated with the Schools' FY 2021 carryover request.

Summary:

At the close of FY 2021, $14.6 million in local funding appropriated for Schools' purposes had not been spent. Subsequently, the School Board designated the funds for the following purposes:

$5,316,253 - Schools' Health Insurance Reserve
$4,011,154 - $1,000 staff bonus
$2,920,142 - Schools' OPEB Trust
$1,450,000 - Bus Driver pay
$700,000 - Custodian pay
$173,162 - Instructional items
$30,000 - Human Resources budget for attraction & retention

The School Board may not spend any of this funding until such time as the Board of Supervisors approves the request to carry the funding forward to FY 2022 and appropriates the expenditures. Because the budget adjustment requested by the Schools will exceed 1% of the originally adopted budget, a public hearing is required ahead of the Board's action on the adjustment.

The requested budget adjustment is scheduled to be reviewed by the Finance Committee on February 17 and the full agenda item associated with this adjustment will be provided for the February 22 Board meeting for action following the required public hearing.
